Responsible in developing all the Commissioning and Start Up (CSU) procedures and level 4 synchronization of the CSU Plan & Schedule for all the units, systems and subsystems for the Suriname Staatsolie Refinery Expansion project. After developing and writing more than 800 procedures, mobilized in April 2014 to the Suriname project site to manage the operation during the commissioning and start up the new expanded refinery facility that includes a 10 kBPD Hydrocracking complex. TVG also responsible to coordinate the Operation Readiness by the aligning of all the key organizations for the commencing of the Commissioning & Start Up activities and for the normal operation.

TVG was re-engaged to Perform a Cold Eyes Review of the 100 MM$ Backlog Maintenance Project of the Curacao Refinery Utilities and indicated several shortcomings in the execution. Prepare an adapted Path Forward Plan and Schedule to achieve reliable utilities supply for the Curacao refinery operation.

CB&I – Cartagena refinery Expansion

Restructure the General Contractor company and develop a strategy to penetrate the Latin American Oil & Gas Sector in executing major projects and provide skilled labor workforce to the region. As such, was awarded the contract to supply the Cartagena Refinery Expansion project with 1,200 skilled labor force.

Designed and implemented a complete facility turnaround for a 165 MW Utility company. Reconfigure the organization, hired the key local management team and implemented an Operations & Maintenance Excellence program. Develop and prioritize the five-year 200.0 MM$ CapEx and Major Maintenance plan and implemented the Project Management Team.

Pelican Refining Co.

TVG contracted to manage the Lake Charles Asphalt Refinery and its corresponding asphalt terminals in Lake Charles, LA and Channel View, TX. Applied the required Safe Practices and Standard Operating Procedures, Process Safety Management including Operators’ and Craft training and Certification and a zero-based budget. Coordinate with environmental consultants into updating all the required permits for the operation of the facility. Implemented the Economics & Planning and yield accounting practices and establish the Cost control and tracking for all work and Project Development procedures.

Furthermore, spearheaded a research program in asphalt blending that successfully certified the facility as a producer of the Rubber Modified Asphalt PG 82-22RM by the Louisiana Department of Transportation.

Pelican Refinery Asphalt Terminal

Disaster Response to refurbish the Asphalt Blending Terminal due to damages caused by Hurricane “Ike” in Channelview, TX and executed the project just-in time to supply the asphalt season demand.

For an Eastern European refinery complex, TVG was responsible for the initiation and development of refinery optimization by applying advanced practices and methods, ensuring cooperation with departments of Maintenance, Technical, Economics & Planning, Crude & Petroleum Products logistics and other departments engaged in associated activities. Guided the process with the local team to participate for the first time in the Solomon & Associates Fuels refinery benchmarking study. Furthermore, evaluated the modernization plan of the refinery and recommended pursuing the Hydrocracker option versus the Delayed Coking option for the future refinery expansion project.

The NuCoastal Corporation

Prepared a conceptual design and cost estimate to install a 350 MM$ Coke fluidized Boilers project in a Caribbean Island as part of a government long term development plan to lower water and electricity costs. The potential project consisted of three 250 TPH HP-boilers, Petroleum Coke terminal, steam power generators and all ancillary facilities.
